Empowering Resident Leadership & Improving Compliance

Resident Participation Services is a professional services firm that designs and administers resident elections and compliance programs for public housing authorities. We work with housing authorities and residents across the country to ensure that elections are conducted fairly, transparently, and in full compliance with HUD regulations.

What We Do

Every housing authority faces a unique set of challenges. We tailor each election or compliance project to the needs of the residents and their housing authority. Our services include:

  • Resident Commissioner Elections — City-wide elections for seats on the Board of Commissioners
  • Resident Advisory Board Elections — Establishing and maintaining RABs in compliance with 24 CFR Part 964
  • Resident Council Elections — Property-level elections to establish or renew resident councils
  • Special Elections — Recall elections, vacancy elections, and other special proceedings
  • HUD Compliance Consulting — Tenant participation fund management, policy review, and regulatory guidance

We conduct grass-roots outreach to develop resident leaders while maximizing regulatory compliance and eligibility for HUD Tenant Participation funds. Whether you need to hold a major city-wide election or a single property council election, we can design and execute a plan that suits your needs.
